With such conditions, it is necessary to ideas about how the use of funds and supervision in place to become a productive village, the ideal pattern of bureaucratic reform through the village administration using the “e-Budgeting Village-based Ethics Villagers”. The writing method used is qualitative descriptive analysis with primary and secondary data berobjek village. E-Ethics-based budgeting Village Villagers is a conceptual reference budgeting village in accordance with the policies of the Directorate General of Budget, which later in the budget process this village there are several components that must be carried out until the productive use of funds, namely the preparation of the component Standard Unit Price Basis (SHSD), Principal Unit Price Activity (HSPK), and the Standard Analysis Expenditure (ASB). Of the process of preparing this budget, will be carried out through online interactive media system so that all the budget process that occurs in a village can be accessed and controlled by the public. E-Budgeting System Village will be powered by the Ethics Villagers who is one application of the principles of Performance-Based Budgeting (ABK) adapted to ethics in the village community. The aim is that the village budget can be productive and have a significant impact on rural development independently, and not to deviate from the existing ethics in the village. So that all existing forms of fraud can be minimized in such a way.
